(AP) -- A retired Air Force pilot says he suspects, contrary to official denials, an unknown federal agency is investigating reports of unidentified flying objects and other close encounters with extraterrestrial beings. Donald M. Ware, Florida state director of the Mutual UFO Network Inc., a private "ufology" organization, says he doesn't have any direct knowledge but nearly a lifetime of study leads him to believe probes are secretly being conducted by some national intelligence agency.

In the middle to late 1970s, several individuals, mostly associated with the group Citizens Against UFO Secrecy (CAUS), used the Freedom of Information Act (FOIA) to compel various U.S. government agencies to release their files on the UFO phenomenon. The FBI, the National Security Agency (NSA), and the CIA eventually complied with the law and released documents relating to UFOs, although the NSA did so only after a lawsuit was filed by CAUS. In addition, with the help of FOIA, the air force was forced to make available UFO documents which it had collected or produced after Project Blue Book closed in late 1969.

No branch of the United States Government is currently involved with or responsible for investigations into the possibility of advanced alien civilizations on other planets or for investigating Unidentified Flying Objects (UFO's). The US Air Force (USAF) and the National Aeronautics and Space Administration (NASA) have had intermittent, independent investigations of the possibility of alien life on other planets; however, none of these has produced factual evidence that life exists on other planets, nor that UFO's are related to aliens. From 1947 to 1969, the Air Force investigated UFO's; then in 1977, NASA was asked to examine the possibility of resuming UFO investigations.

ACCESS TO THE OFFICIAL AUSTRALIAN UFO FILES Prior to 1982 civilian UFO researchers only had a confused and vague picture of clandestine official involvement in Australia. In the face of the lethargy in the RAAFs replies to serious enquiries, I stepped up my efforts at diplomatically trying to get direct access to the RAAF UFO files. It probably surprised me more than anybody else when the RAAF finally agreed to permit me to examine their files.

After the Cold War ended, the culture of secrecy and the operational style of the CIA began to change. Its director appeared on a radio talk show, and it became possible for citizens to pressure the CIA in ways unheard of during that earlier era. Ufology has been a beneficiary of these changes.

1922...........County Donegal, Ireland: Irish Republic Army man, Lawrence Bradley, wrote to the editor of "Watford and West-Hersts Post" magazine (4/30/64) that while he was fighting a scattered rear- guard, mostly in the mountains of Donegal, he came upon a cave with vegetation at the entrance that had been scorched. The only occupants in the cave were the sick and the wounded that had been unable to walk. The six able-bodied soldiers that were looking after them said they had been awakened early pre-dawn by a whirring noise outside of the cave and had fired their rifles in the direction of the noise, thinking that it was an armored car. Suddenly the object retaliated by firing jets of flame at the cave entrance. After near suffocation, the soldiers ran out to see the flame throwing UFO ascending into the sky. Clearly visible, it was circular in shape and glowing and of a shiny metal.

-------------------------------------------------------------------------------- Even though the US Government continually maintains that UFO's do not pose any threat to National Security, the following text will prove otherwise. The US Government put out a training manual titled "Fire Officer's Guide to Disaster Control" by William M. Kramer, Ph.D, & Charles W. Bahme, j.D, 1992. The manual is given to all potential fire fighting cadets, and is 700 pages long. Chapter 13 is titled "Enemy Attack and UFO Potential". It is abundantly clear that UFO's are taken very serious, hence the training of fire fighting cadets on how to deal with the situation when face with a UFO.

Has the British Government ever employed the use of the Official Secrets Act to silence those implicated in the UFO subject? To those armchair researchers who proclaim that such an idea is absurd, I say: 'Think again.' In my first book, A Covert Agenda, I presented clear evidence via officially-released documents now available at the Public Record Office at Kew, that in both 1953 and 1956 orders were circulated throughout the RAF warning personnel not to talk about the UFO issue outside of official channels; however, the records which had been declassified at the time I wrote the book did not directly reference the OSA or its potential use from a ufological perspective.

A Brief History and Perspective on UFO Sightings and Investigations It has long been assumed by many, that the reported sightings of strange pulsating lights, or unidentified flying objects (UFO) is a recent phenomenon of the 20th Century. In reality, these sightings have been occurring nearly throughout the history of man on earth. Accounts have been recorded on stone in ancient times, and retold through beautifully illustrated manuscripts from medieval times. Of course in medieval times, one had to be very, very careful with such accountings as to be spared from execution as a heretic.

The Phenomenon From time to time throughout history, people have reported seeing strange things in the sky. In 1946, a series of sightings occurred in Sweden, and since 1947 reports of unidentified flying objects (UFO's) have become increasingly prominent in the United Kingdom and most other parts of the world.

Following the first explosion of UFO sightings in the United States during the summer of 1947, the commander-in-chief of the newly independent United States Air Force asked Lt. General Nathan F. Twining to undertake a study of the strange objects zipping about in America's skies. On September 23, 1947, Twining sent in a preliminary report, in which he suggested the Air Force set up a permanent project to study UFOs.
